Job description and responsibilities

Description:

Recognizing that in addition to affordable housing options, low-income residents need better access to a range of community resources, Jersey City Housing Authority (JCHA) established its Resident Empowerment and Community Engagement (RECE) Department in 2018. With the goal of empowering residents and guiding investment in social infrastructure, RECE’s experienced staff deliver programming, assessments and referrals to services that are responsive to the needs of JCHA residents, drawing upon innovative and strategic partnerships with dozens of government agencies, nonprofits, and institutes of higher education with a particular focus on youth, workforce development, senior, and digital inclusion initiatives.

In January 2019, JCHA conducted a digital access survey, and our findings were in keeping with national data: only about a third of public housing residents have internet access and still fewer have a computer or laptop at home. JCHA contracted with two ISPs to ensure high-speed, affordable broadband access for residents, and we’ve developed several partnerships to provide free devices. But the third leg of the digital inclusion stool – digital literacy – remains a barrier to digital equity for our residents; many of whom do not have email addresses, have never used a search engine or word processor, and struggle to join virtual meetings via Zoom or similar services. These individuals lack basic digital literacy skills essential for every facet of modern life from education and work to healthcare and banking to community and civic engagement.

Role and Responsibilities:

The RECE department is seeking a Digital Inclusion Intern to promote low-cost/affordable internet options, computer access, and digital literacy initiatives at JCHA, in alignment with its ConnectHome goals to bridge the digital divide in public housing. Once trained, Digital Inclusion Intern will assist in providing hands on training and support to other residents regarding the use(s) of the devices to be distributed or computers in JCHA computer labs.

Assist residents with basic navigation of technological devices to support their comfort and proficiency in using computers, tablets, and/or voice-activated devices.

Provide residents with information about low-cost/affordable options for internet access as well as registration assistance for the same.

Assist with implementation of various ConnectHome programs to bridge the digital divide in public housing.

Attend periodic digital literacy trainings offered by community partners to learn and/or assist other participants.

Attend training and supervision by JCHA supervisor

Support resident use of JCHA site computer lab(s)

Notify supervisor of maintenance needs of computer lab equipment

Enforce rules and expectations for computer lab usage

Maintain attendance of computer lab users

Assisting computer lab users with moderate tech and access questions

Open and close the computer lab (after taking inventory of equipment)

Immediately inform supervisor of any issues that arise or circumstances that you believe have the potential to become an issue.

Ensure JCHA equipment and/or supplies are not misused, damaged, stolen or missing.

Knowledge/Abilities:

Ability to communicate clearly, effectively, and in a courteous and professional manner with JCHA staff and residents.

Experience and comfort using computers, tablets, and smart phones.

Intermediate knowledge of Microsoft office, Google suite, web browsers, Zoom, and social media platforms.

Ability to travel to JCHA developments throughout Jersey City required.

Language: proficiency in a second language is preferred by not required. Most common languages other than English spoken by JCHA residents include Spanish, Arabic, and Chinese.
