Our HR Team

Bob DiMartino, Vice President of Human Resources

Joined HCCC in May of 2025, and is responsible for all matters of human resources programs and services for the college. Bob leads the HR team and also serves as a member of the President’s Cabinet, the President’s Advisory Council, and the Affinity HR Group of NJ Community Colleges. Bob has over 35 years of HR experience and holds a Bachelor’s degree in Chemical Engineering, and a Juris Doctorate degree with a Labor and Employment Law focus.

Tess Wiggins, Executive Administrative Assistant

Joined HCCC in 2012 and the HR team in January, 2026. Tess is responsible for the development and submission of numerous correspondence and reports including Board and Committee Personnel Packages. She also oversees the HR website, tracks the HR budget, and various administrative responsibilities. Tess has over 11 years of HR experience working with HR Consulting Groups prior to HCCC, and holds a Bachelor’s in Communication.

Stephanie Sergeant, Associate Director of Talent Acquisition and Onboarding

Joined HCCC in 2017, and HR in September 2019. Stephanie manages all aspects of talent acquisition and our new 100 Day Journey Home onboarding process. Stephanie has over 6 years of HR experience and holds a Bachelor’s degree in Economics and is pursuing a Master’s in Organizational Mgmt and Leadership.

Amaalah Ogburn, Director of Employee and Labor Relations

Joined HCCC in 2015 and HR in January 2024. Amaalah manages employee and labor relations, including complaint investigations, grievances, performance management and union issues. She also oversees HR policies and procedures and employee handbook updates. Amaalah holds a Master's in Public Affairs and Administration with a focus on Leadership, and is pursuing a M.A. in Clinical Mental Health Counseling.

Josianne Payoute, Director of Benefits and Compensation

Joined HCCC in January 2021. Josianne is responsible for managing and administering all employee benefits and compensation programs, and ensuring HCCC remains highly competitive in our total rewards practices. Josie has over 20 years of HR experience and holds a Bachelor’s in History and Sociology and an Honorary Doctor of Philosophy.

Suhani Aggarwal, Associate Director of Systems and Analytics

Joined HCCC in 2018 and HR in October 2023. Suhani is responsible for all HR systems, data integrity and analytics, and work processes automation. She also produces quarterly HR Dashboards of analytics analysis for Cabinet review. Suhani has 8 years of Systems and HR experience, and holds an Associate’s degree in Criminal Justice from HCCC along with Masters in both Criminal Justice and Business Administration.

Crystal Foster , Benefits and Leaves Specialist

 

Joined HCCC in June, 2026. Crystal is responsible for handling employee inquiries and administering employee benefits programs, including health insurance and retirement plans. She also coordinates the processing of all medical leaves of absences. Crystal is a Certified Leave Management Specialist, has 12 years of HR experience, holds a Bachelor’s in Psychology and is pursuing a Master’s in HR.

Cynthia Reyes, Director of Talent Management

Joined HCCC in May, 2026. Cynthia manages all attract, develop and retain activities of the employee life cycle. This includes career pathing, employee development and performance processes, succession planning, employee communications, engagement initiatives and overseeing talent acquisition and onboarding. Cynthia has 20 years of HR experience and holds a Bachelor’s in Business Management, and Master’s in HR.

Megha Sanghavi, Part-time Office Assistant

Joined HCCC in 2018 and the HR team in November 2024. Megha is responsible for various HR data entry related to payroll processes including adjunct and faculty contracts, HRIS data support, filing and other administrative tasks. Megha recently received an Associate’s in Digital Art and Design from HCCC.
